Here is how I've written my PARAM:

<xsl:param name="excludes" select="EXCLUDE"/>

Is this ok?  I'm assuming that this gets me all of the ID elements when I do
the following:
$excludes/ID
Karl

- <EXCLUDE>
  <ID>124266</ID>
  <ID>681002</ID>
  <ID>681144</ID>
  <ID>708136</ID>
  </EXCLUDE>

> not($excludes/ID=@submitid)

Oh - and I thought I tried your suggested match... but trying again right
now.

Here it is exactly:

<xsl:template match="z:row">
 <xsl:if test="not($excludes/ID=@submitid)">
    <xsl:call-template name="addval"/>
    </xsl:if>
</xsl:template>

NOTE:  it is matching the first item, just not the remaining ones.
