I'm currently using FOP to render the XSL into the final PDF output.  I've 
been searching around and found that RenderX has some add-ons that allow 
you to 'scale' the background image and specify width and height.  Not 
sure if this will help.  Does anyone have any suggestions on another good 
FO processor?
