fo:table in xsl-region-before

Is it possible to have a dynamic fo:table in xsl-region-before?

If it matters, I have a data-driven fo:table in the body. 

I have experimented with two tables in the xsl-region-body to get the same
effect, but I need the top table to persist across pages (it's a page
header).

Any comments or suggestions appreciated.
