Use an Attribute Value Template. See

The other solution is to use xsl:attribute, as in:
<xsl:element name="votacionvalor">
<xsl:attribute name="value">
<xsl:value-of select="nombre"/>
</xsl:attribute>
</xsl:element>
The first method is easier to read.
