RE: textarea value

Use this instead,

| style="WIDTH: 400px"  
|                             size="40" rows="10" cols="20">
|     
|                <xsl:value-of 
| select="/PROPOSAL/PLANINFO/ROWSET/ROW/DESCRIPTION"/>
|     
| </TEXTAREA>

Data in a textarea should be text inside the textarea element. Not an
attribute value.
