I'm too lazy to look it up right now but IIRC height="22pt" means bpd.minimum=bpd.optimum=bpd.maximum="22pt". Because of the latter content should overflow rather than grow the row height, even though e.g. FOP will grow it (which is a bug). Please correct if I remember wrong.

You remember right, which would then mean my answer was wrong ... the line shouldn't grow and Tony's suggestion is quite appropriate.
