XSL just produces the elements you specify, in the orider that you
specify them. In order to get a valid xhtml file you need to create
xhtml elements nested according to the constraints specified by the
xhtml dtd. The XSLT system will not itself check that the output is
valid. 

Without knowing anything about your input or what xhtml you want to
produce, no one can give you any help.
