XSL and reading URLs

Thanks for the comments and ideas, everyone!

I had decided that it can't be done with the requirements the higher-ups
had established, but wanted to verify this with some folks who have more
extensive XSL experience than I do.  If it were up to me, I'd use a
scripting language to process this, but I'm not the one making the
decisions here.
