if the xsl:apply-templates appears verbatim in the result then most
likely you haven't told us the whole story.
Have you put something inside a CDATA? The purpose of CDATA sections is
to prevent parsing...
{$base} wouldn't work in any case: you can't use attribute value
templates in element content, that should be <xsl:value-of
select="$base"/>
