Sorry about that, but FOP's TXTRenderer is not a production quality renderer. It intended first of all "to get a quick and dirty view of the document and the text inside it", see http://xml.apache.org/fop/output.html#N100FF. Dont' expect much from it. But if you desperately need it to work properly, feel free to get sources and fix whatever you need, FOP is opensource project and anybody invited to make it better.
