  how can I count the nodes before the one @active=1
  ant the ones after, assuming there is only one active

if the current node is form-tab, then

<xsl:value-of select="count(tab[@active=1]/preceding-sibling::tab)"/>
<xsl:value-of select="count(tab[@active=1]/following-sibling::tab)"/>
