contains with value-of

I want to test if "hasChildren" is contained within (or equal to) the value
of the attribute "TYPE" in a node, so I've tried to use this:

<xsl:when test="contains(value-of select='@TYPE','hasChildren')">

but it doesn't work, so what to do?
