emulating tabulations in FO

How can I emulate tabulations in XSL ? I thought of using <fo:leaders> but this does not seem to work in the general case.

Example:

set tab : 3cm, 8cm, 12cm


Text1<tab>Text2<tab>Text3
Text1 much longer<tab>Text2b aligned with Tex2<tab>Text3b aligned with Text3.
