You are concentrating on css styling the problem with br etc is greater
they simply don't work at all if IE sees them in html mode as <br></br>

that's the problem you are concentrating on, whilst ignoring the others
such as the the linearisation of bt and elements declared empty, the
content of <script elements, etc.

But if the intention is to produce something acceptble to legacy
browsers, it doesn't work. XSLT2 draft gives you an xhtml output mode as
part of the standard and as Mike has said, some systems already provide
it as an extension.
