If you assign a DTD stored on your local drive, XML Spy will use a Windows
file path in the DOCTYPE declaration. The only solution I can think of is
to find a permanent home on a local server for the DTD and then assign it to
your XML, in which case XML Spy should use the proper URI format.

(I use XML Spy 4.1, your mileage may vary)
