xsl:value-of takes an XPath expression. Xpath _never_ uses  {} syntax, that is
just used in certain "attribute value template" attributes in XSLT to
sneak in an Xpath into an attribute that would otherwise be a string.
So that should just be <xsl:value-of select="."/>
Note however you don't need to use xsl:attribute and xsl:value of here
you can use the {] syntax to evaluate . directly as an attribute of
the <A> element so
<xsl:template match="anId">
		<A HREF="{.}">>Click Here</A>
</xsl:template>

Finally note that as the world moves towards XHTML you'll need to stop
using uppercase names. The above would be correct as HTML but if you ever
decide to upgrade to xhtml you'll need

<xsl:template match="anId">
		<a href="{.}">>Click Here</a>
</xsl:template>
