!= means "does not equal"--not quite the same thing.  If you want to test if
$listfor does not exist within Member_Id, you could try:

<xsl:if test="not(contains(.//InqInfo/Member_Id,$listfor))">
  <xsl:call-template name="Recipbutton"/>
</xsl:if>
