Render Base64 encoded PNG?

I have some XML that contans a base64 encoding of a PNG image:

<Image xmlns:dt="urn:schemas-microsoft-com:datatypes"
       ImageFormat="PNG" 
       dt:dt="bin.base64">vBjUS........ gYCi</Image>

Is there a way to style this into an html page that will display
the image without creating an external PNG file.
