Whitespace. All the whitespace that's between "?a=b&c=d" and the end element for xsl:attribute is used in the attribute value. Control it by
<a>
<xsl:attribute name="href">
<xsl:value-of select="$url"/>?a=b&c=d</xsl:attribute>
<xsl:value-of select="."/>
</a>
or e.g. with Allouche Method
<a>
<xsl:attribute name="href">
<xsl:value-of select="$url"/>?a=b&c=d<xsl:text />
</xsl:attribute>
<xsl:value-of select="."/>
</a>
