what is the difference between xsl namespaces

 what is the difference between xsl namespaces
Sometimes there are XSL stylesheets which appear with the namespace

http://www.w3.org/XSL/Transform/1.0

and other times it appears as

http://www.w3.org/1999/XSL/Transform

One has a year in it whereas other one has a version. which one is correct to use ? what is the difference between them.
