The simplest way would be to use templates that match section elements
with different values for their id attributes:
<xsl:template match="section[@id = 'para']">
<p><xsl:apply-templates /></p>
</xsl:template>
<xsl:template match="section[@id = 'url']">
<a href="{@url}"><xsl:apply-templates /></a>
</xsl:template>
