Hmm, I tinkered with it a little, but I'm not sure exactly where to use
it... the current recipe I'm using on my actual data is:

<!-- Resolve kcrefs -->
<xsl:template match="kcref">
    <xsl:variable name="kcreffile" select="document($kcrefs)/kcrefs"/>
    <xsl:variable name="kcref" select="." />
    <xsl:variable name="resolution">
        <xsl:for-each select="$kcreffile/section[@* = $kcref/@*]">
            <xsl:variable name="section" select="." />
            <xsl:variable name="test">
                <xsl:for-each select="$kcref/@*">
                    <xsl:if test="not($section/@*[name() = name(current())] = .)">no</xsl:if>
                </xsl:for-each>
            </xsl:variable>
            <xsl:if test="not(string($test))">
                <xsl:choose>
                    <xsl:when test="string($kcref)">
<a href="{.}"><xsl:value-of select="$kcref"/></a>
                    </xsl:when>
                    <xsl:otherwise>
                        <xsl:variable name="shortdate">
                            <xsl:call-template name="shortendate">
                                <xsl:with-param name="date" select="@startdate"/>
                            </xsl:call-template>
                        </xsl:variable>
<a href="{.}">Issue #<xsl:value-of select="linkinfo/@issue"/>, Section #<xsl:value-of select="linkinfo/@section"/></a> (<b><xsl:value-of select="$shortdate"/>:</b>&#160;<xsl:value-of select="@title"/>)
                    </xsl:otherwise>
                </xsl:choose>
            </xsl:if>
        </xsl:for-each>
    </xsl:variable>
    <xsl:choose>
        <xsl:when test="string($resolution)">
<xsl:copy-of select="$resolution"/>
        </xsl:when>
        <xsl:otherwise>
<font size="+1" color="red"><b>BROKEN KCREF</b></font>
        </xsl:otherwise>
    </xsl:choose>
</xsl:template>
