No, you really don't; In XSLT you are creating branches of a tree and
it's no use getting to the leaf of one branch and saying you want to
start a new branch, you need to specify up front where you want your
branches to be.
<!-- output substring that comes before the first linefeed-->
you want to output that inside a para element, so
<para>
<xsl:value-of
select="substring-before($StringToTransform,'
')"/>
</para>
and similarly
<!-- string does not contain newline, so just output it -->
<xsl:otherwise>
<para><xsl:value-of select="$StringToTransform"/></para>
</xsl:otherwise>
