in 1.1 (or 1.0 using xx:node-set() ) the way to model a list of elements
is to make them siblings of each other.

so if $x holds a root node containing
 <a i=1/><a i=2/>
then
<xsl:with-param name="x">
  <xsl:copy-of select="$x"/>
   <a i="3"/>
</xsl:with-param>

will pass on $x containing a root node with three children.
that;s 1.1 syntax, in 1.o it would be


<xsl:variable name="xx">
  <xsl:copy-of select="$x"/>
   <a i="3"/>
</xsl:with-param>

...
<xsl:with-param name="x" select="saxon:node-set($xx)"/>
