how to change xml ENCODING dynamicly

change xml encoding
hello every body:

I have a xml,just like:

<?xml version="1.0" encoding="gb2312"?>
<root>
 	<a>abc </a>
	<b>ddd</b>
	<c>cccc</c>
</root>

and in the client,I use a xsl  and html to let users change the xml's
data. and then I need submit to a jsp file. but,when I saved, the xml
is lost something! It lost's  encoding info.... just like this:

<?xml version="1.0"?>
<root>
 	<a>abc </a>
	<b>ddd</b>
	<c>cccc</c>
</root>
what should I do before I submit it? 
Can anybody tell me? thank u a lot!!
