Do u know How can I change the  default encoding?

You see,I need load a xml, then let users change It in client. 
at last the Source of XML will Submit to the Server.
And Will display next time.
So I must change It correctly.

before I find the correct function, I have to replace it in jsp. But I
feel so unwell.

It hasn't "lost" it's encoding, but rather is using the default one,
UTF-8.
