There is no XSLT solution to this, since XSLT doesn't know anything about images or .jpg, .bmp, .gif, etc.. It's really an HTML issue. If you know exactly how big the cells are going to be (and also use absolute widths in the <td> elements instead of percentages), then you can do <img width="theWidth" height="theHeight".../>. Otherwise, since <img width="xx%"> is relative to the original width of the image and not the surrounding <td>, you will have to use some dynamic HTML to fetch the size of the surrounding <td> and set it to the image.
