Why??

To answer your question: both xsl:element and xsl:attribute may take
a namespace attribute:

>         <xsl:element name="{name(.)}">

namespace="{namespace-uri()}"

>             <xsl:for-each select="@*">
>                 <xsl:attribute name="{name(.)}">
