For print output, it is considered bad form to have a block header
on page n and its following paragraphs on page n+1.

keep-with-next resolves this.
<fo:block keep-with-next="always">
  <fo:block> header </fo:block>
  <fo:block> para contents </fo:block>
</fo:block>

The others form a variant for different processing scenarios.
