You are right, it *can* be written in pure XHTML, but there is
nothing that *forces* PHP scripts to be XHTML:
 <a href="<?php echo "stuff.html";?>">
is a valid PHP code snippet, and there has been inquiries about
how to generate similar constructs in XSLT on this list.
