What is this gobbledygook??????
What processor are you using that you can get ANY result????
Why not just do
<xsl:template match ="/">
 <html>
    <body>
 	<xsl:for-each select="LOG/DIRECT/TARGET_CHARACTER_ID[. !=
preceding::TARGET_CHARACTER_ID]">
 		<xsl:sort select="." data-type="number"
order="ascending" />
 		<xsl:value-of select="position()" />. <xsl:value-of
select="." />
 	</xsl:for-each>
    </body>
 </html>
</xsl:template>
