NS4 only has an HTML parser so any use of /> that is "allowed" only gets by because of the lax error reporting of bad HTML syntax not because of any design feature. IE doesn't support XHTML either, if you give an xhtml file to its XML parser it does nothing special with it and just uses its normal xml tree view stylesheet.
