If you write C programs and give them to a C compiler they work, if you give them to a Fortran compiler, they ususally don't. The language implemented in the namespace xmlns:xsl="http://www.w3.org/TR/WD-xsl" is an entirely different (Microsoft-specific, and deprecated even by microsoft) language that is not XSLT and not the subject of this list.
