I don't know if I have a "special international version of Windows" (in
Microsoft speak, "international" means "non-American", so I may have), but
it's certainly true now I've explored it that on my version of Windows 2000,
Notepad allows "save as UTF-8", and if you do so, it saves the file with a
leading 3 bytes of hex EF BB BF.

So, yes, I am now persuaded that the requirement is there to support this!
