Just a question, can you use JS or ASP, or some other server-side language to generate the XSL for you? That definitely should allow you to accomplish what you want. JS is supported by Tomcat. I am quite sure that you can not have the XSL loaded dynamically as you desire, but then I'm not really an expert. (Learning and trying.)
