No. Yes. Relying on 1.1 features will ensure that your stylesheet is non
portable. 

Note that XSLT 1.1 is only a working draft and the group has announced
that they are not planning on taking it further: there will never be an
XSLT 1.1 Recommendation. (Although one assumes that some 1.1 features
will appear in 2.0.)
