Using XSLT 1.0, it would be...

<xsl:for-each select="addressbook/contact">
  <xsl:sort select="lastname"/>
  <xsl:sort select="firstname"/>
  ...
</xsl:for-each>

I think that would be

  <xsl:for-each select="addressbook/contact" order-by="+lastname;
firstname">

thought I'm not sure, haven't used that language in a while. You really
should switch over to using XSLT 1.0 soon.
