If you are looking for the value-of OUTPUT use...

<FROM out="{RESULT/OUTPUT}"></FROM>
(It is much shorter.)

Or you could use ...

<xsl:element name="FROM">
    <xsl:attribute name="out">
      <xsl:value-of select="RESULT/OUTPUT"/>
    </xsl:attribute>
</xsl:element>

(This is given that the context is the QUERY node of the XML)

If you want the name of the node, then use the node() function, or if you
want a string which the XSLT determines us <xsl:value-of
select="'OUTPUT'"/> - but this then could simply be writen as ...
<FROM out="OUTPUT">
</FROM>
without using any xsl:value-of at all,
