Why dosent you just use 

<script language="php">
as your php tags to include inside your html

then you dont have to use pi and your xsl code should be much mor 
readable.

<xsl:template match="php-echo">
  <script language="php">
    echo 'Hallo Welt';
  </script>
</xsl:template>
