It came out OK for me the first time (I'm using MS Outlook).  But just to
clarify your clarification, this "pound" character would be the one that
looks like the musical "sharp" symbol and not the one used for British
currency, right?

So much for my answering a question.  Even if I know the answer I seem to
be unable to communicate it . . . Does anyone know how I get character
literals to show up in an email? Are they there for those who aren't
reading this in an html-aware mailer?

inside the first <xsl:text>...</xsl:text> there should be 
ampersand pound 10 semicolon
inside the second <xsl:text>...</xsl:text>, there should be
ampersand pound 9 semicolon
