Add the {} for an attribute value template:

	 <xsl:element name="{substring-after(substring-after(.
,'!'),'!')}">
	</xsl:element>

since without that, you were specifying an element named
"substring-after(...".

Also, shouldn't your outer substring-after() be a substring-before()?
