i tried almost any parsers and finally found Saxon which deals perfectly with 
encoding and all other problems i encountered with different parsers. just 
put an xsl:output tag in your stylesheet

<xsl:output method="html"
           encoding="ISO-8859-1"
            indent="no"/>
