You mean:

  <input type="{type}">
     <xsl:if test="checked = 'false'">
        <xsl:attribute name="checked">checked</xsl:attribute>
     </xsl:if>
  </input>

xsl:attribute elements don't have select attributes.  Also, if you can
I'd use literal result elements and put common attributes on them as
it saves typing and is easier to read.  xsl:attribute can be used to
add attributes to literal result elements as well as those generated
by xsl:element or xsl:copy.
