when to use xmlns
Hi everybody,

please allow for the following question 
- I am quite new to all this -

If I use a tool for xml/xsl files that binds 
the URI http://www.w3.org/TR/WD-xsl to the xsl 
namespace, is it outdated? If I am not wrong, 
the W3C says: 

'Use xmlns:xsl="http://www.w3.org/1999/XSL/Transform" 
for a v1.0 compliant XSL transformation script'. Just 
need some confidence on that point!
