There is a published XSLT 1.1 working draft, and it's reasonable to refer to
it, just as we refer to many other W3C specs that aren't at REC status,
recognizing that their content is likely to change before they reach that
status.

Referring to XSLT 1.1 features is often useful, because much of the new
functionality is merely standardizing extensions that have been widely
implemented in XSLT 1.0 processors.
