ISO 8859 is 7 bit ASCII (0-127) plus a code page 
to make a full 8 bits.  8859-1 is ASCII plus the
first code page, LATIN-1.  For instance, in iso8859-1 
F4 (244) is U+00F4 LATIN SMALL LETTER O WITH CIRCUMFLEX
