You can access a schema from your code in the same way as any other XML document, but it's not going to be easy to extract any useful information from it. (I'm not quite sure what you mean by base/extension types anyway, presumably this is terminology from some variety of schema that didn't make it into the W3C standard, which talks about primitive types and derived types?)
