I asked several ISPs when I was changing supplier last Nov.
The only reliable answer I got was from a bunch called KBMail
(support@xxxxxxxxx) At the time they were offering Cocoon 1.7:

- Advanced Developer $39.95 (shared IP) with mySQL
- Enterprise package $49.95/month (dedicated IP) with mySQL

I don't know if this rates as "low price" or not. I ended up
going elsewhere for unrelated reasons, so I can't speak as to
their service. The prices may have changed by now anyway.
