Start by producing an unambiguous statement of the requirement. Do you mean
at least one <col> in <x> must be <2, or that every <col> in <x> must be <2?

Both are quite easy, the first is
<xsl:if test="col &lt; 2">

the second is
<xsl:if test="not(col &gt;= 2)">
