It's easy if the metadata can be at the top level of the stylesheet
as then you can use any non xsl namespace.

If you want deeply embedded code, metadata and documentation I still
favour the "literate programming" approach where you basically write
your document using whatever XML markup language you want, the extract
the XSL stylesheet from that (probably by use of an XSL stylesheet)
